Preeminent political figure throughout most of U.S. colonial rule. Born in 1878, elected to first Philippine national assembly. Sent to Washington as Filipino representative, drafted American legislation that pledged eventual independence for Philippines. Negotiated final independence act in 1935, became president of interim commonwealth.
